What the Benefit Page Doesn’t Hold
One document, read the way a hostile reviewer will read it, before a lender, a journalist or a tribunal does it instead. Edition 001 takes the most common document in the buildout: the community-and-benefit claims page.
About the specimen. This edition uses a composite, assembled from claims that appear across operators’ public sustainability and launch materials in this sector. It names no company, because the failure is generic and the fix is generic. Future editions take named, real, public documents, with the author’s consent where it can be asked for, and from the public record where it cannot.
“Our commitment to the community”: a data centre campus launch page
Headline investment figure. Jobs created during construction, jobs sustained in operation. A skills and digital-development programme. A community trust or bursary line. Closing commitment to responsible water and energy use. Roughly four hundred words; every sentence positive; nothing checkable in it.
Find the claim nobody was asked to bind
“The development will create hundreds of construction jobs and support long-term skills development in the region.”
“Hundreds” is not a number and “support” is not a commitment. Neither is false; both were simply never attached to anything enforceable. The hostile question is not is this true, it is where would this have been written down if it were binding, and was it.
Find the denominator that is missing
“An investment of R X billion in digital infrastructure.”
True, large, and relevant to almost nothing the reader cares about. The hostile read supplies the ratios the page omits: permanent operational employment per unit of capital, per megawatt of allocated capacity, per hectare of serviced land. The capital figure is real; it is also the number most likely to make the employment claim look smaller by comparison, which is why it leads and they don’t.
Find the commitment that is a brochure statement
“Using the latest closed-loop cooling technology to minimise water use.”
An engineering choice described in the future tense on a marketing page has the binding force of a marketing page. If the cooling choice is real, it lives somewhere: a condition, a licence, a specification in the services agreement. The hostile reviewer will ask where, and the page cannot answer.
Find the audience the page quietly excludes
“We engage openly with all stakeholders.”
Stakeholders is a corporate word for a question that is actually about standing: who was consulted, who registered, who could object and to what, and, above all, who still has standing now that the decision has been taken. A page that says “all stakeholders” and cannot name a register is making a claim about its own process that its own record may not support.
Apply the falsification test the page failed in advance
For each claim on the page, one question: what evidence would settle this, and who agreed to that before it was made? A page on which no claim has a settled form of evidence is not a set of facts; it is a set of positions. In a room where the binding constraint is trust rather than evidence (which is the room this sector is now in), unverifiable good news is worth exactly nothing, and slightly less than that, because its presence invites the question of what was left out.
The whole page, rebuilt at half the length
R X billion invested. Construction employment: a number, a period, a reporting line, in the conditions of consent. Operational employment: a smaller number, stated with its ratio to capital and capacity, because the reviewer will compute it anyway. Cooling: the engineering choice, held in [instrument], linked. Participation: the register, linked, including what standing remains. One claim we cannot yet evidence, and the date by which we expect to be able to.
Every sentence survives the hostile read, because the hostile read was performed before publication instead of after it. That is the entire method.
Why this format exists
The hostile read is the first move of the practice: documents are read the way a lender, journalist or tribunal will read them, before any of those readers arrive. Published occasionally, it makes the method inspectable, and the paid version of it available before it is requested. A teardown that names no one cannot be used against anyone; it can only be used with them.
