“Human in the loop” is one of those phrases that sounds reassuring precisely because it’s vague. Say it often enough and AI systems feel safer, more accountable, more humane.
But underneath the phrase, two different meanings have been traveling under the same name.
The Two-Lane Model
Most organizations are running two distinct “human economies” around AI. They usually fund Lane 1 heavily and assume it magically covers Lane 2.
Lane 1: Training-loop Humans
Humans shape the model before it matters: labeling, annotation, and validation. This work makes systems better for tomorrow. It is upstream and statistical.
Lane 2: Execution-h00p Humans
Humans govern the system when it matters: monitoring flows, intercepting exceptions, and leaving an audit trail. This work keeps systems safe today.
A concrete example of the training-loop economy is humansintheloop.org . That work is essential. It is also not the same thing as post-deployment execution governance. Humans in the h00p describes the missing downstream lane: governance while the system is live.
Why the Market Overfunded Lane 1
Training-loop labor is easier to externalize. It can be paid per task, scaled elastically, and buffered from real-world consequences. Execution-h00p labor breaks that model. Once a system is live, humans are no longer improving a model—they are co-owning outcomes.
A post-deployment operator must understand domain consequences, operate under time pressure, and have authority to interrupt workflows. They are no longer “labor input.” They are operators.
This is why so many deployments end up with a lopsided architecture: many humans shaping models before launch, very few humans empowered to govern them afterward. It is actually a labor design problem.
