What it holds
After approval, the record goes quiet. This workbook keeps it open: the facility's stated draw sits next to its actual draw, and every benefit claim sits next to the evidence that would show it was kept. An approval is not the end of assessment.
Two modes
Single facility: work in the Monthly actuals, Claims and Conditions tabs. Portfolio: the Portfolio tab assembles one row per facility on a shared municipal system, because no public process assembles that column, and a table somebody maintains is how that starts.
Basis discipline
Contracted capacity, application figures and press announcements are different numbers. Tag every stated figure with its basis and never sum across bases. The Stated baseline tab enforces this.
A total that mixes bases is not a bigger number, it is a wrong one.
