How to read this
- A structural diagnostic, not a verdict on any facility. It reports what a record contains and what it cannot, drawn from the legislation and from how such applications generally proceed. A high score describes a thin record rather than a bad project.
- Unknown scores. Where the public record cannot settle a question, that is a finding about the record, and it transfers to whoever is holding the asset when someone finally asks.
- Every question is answerable from documents that already exist. None of it requires the applicant's cooperation, though several are cheaper to fix while the file is still open.
- Nothing here is a compliance failure anyone can be prosecuted for. That is precisely why it does not fix itself, and why it belongs on a diligence list rather than in a complaint.
